1998 IMEA/ALGENZ Engineer Study Exchange Manager Program Guidelines

One (1) member and partner of a Regional Group of the Institute of Municipal Engineering Australia - NSW Division Inc. will be selected by the Management Committee each year to articipate in the Exchange Programme.

Note: Partner attendance will be dependent on sponsorship.

The awardee and partner will be provided with return economy class air fares and departure tax from Australia to New Zealand and transfer from North and South Island. Internal accommodation, travel and meal costs where possible will be met by the New Zealand hosts. Awardees and partners will be responsible for their personal out-of-pocket expenses and any costs not covered by host manager or authorities.

Applicants must be prepared to pay for accommodation, meals and internal travel (car) etc. if suitable hosting cannot be obtained.

Applicants for the award must be financial members of the Institute of Municipal Engineering Australia - NSW Division Inc. and of the respective group.

The awardees will be representing the Institute and their country. They should, therefore, have a good general knowledge of Australia, current affairs and current local government issues.

The visit will comprise of two (2) elements:-

Hosted visits to local authorities in the North and South Island to study special subjects of interest to awardees.

Attendance at the Association of Local Government Engineers of New Zealand Conference.

Applicants should briefly outline in their application the aspects of local government which they particularly wish to study and compare in New Zealand. Details of specific topics or projects of interest to the awardees should be indicated, as this will assist the New Zealand hosts in arranging appropriate inspections and discussions.

Applications should be completed on the forms provided, attaching further details if necessary and lodged by the nominated closing date.

A short list of applicants will be selected for interview by the Executive of the Institute of Municipal Engineering Australia, who make the final decision. Interviews may be held at a venue within the Regional Group area.


Guidelines

IMEA/ALGENZ Engineer Study Exchange Programme

PART A: Visit to New Zealand by a Member of IMEA - NSW Division

Proposed dates for the NZ visit are for a period of two (2) weeks in 1998. It will include attendance at the Association of Local Government Engineers of New Zealand Conference in Dunedin between 5-7 June, 1998. Subject to sponsorship, it is expected that the grant will be for the awardee and partner.

The actual departure and return dates can be varied to suit the personal wishes of the awardee, within reason.

The Management Committee is to invite financial members of the Central West Group to apply for selection to visit New Zealand for the Study Exchange Programme.

Outline of the New Zealand return exchange programme is in Part B.

The Executive of the IMEA - NSW Division will select the awardees to participate in the exchange visit to New Zealand.

The financial arrangements agreed with the New Zealand Association are that the sending body pays the airfares to and from the regional destination and the host body where possible will host accommodation, travel and meals. The visitors to be responsible for personal out-of-pocket expenses and any accommodation, travel and meals that cannot be covered by hosts or hosting arrangements.

PART B: Return Visit to NSW by a Member of New Zealand Society of Local Government Managers

The proposed dates will be approximately two (2) weeks before our State Conference, to be held 29 March - 3rd April, 1998 and to include attendance at that conference.

The programme for the visit should provide at least one (1) free day per week, in addition to travelling time.

A pre-tour briefing on the area to be visited and NSW local government system should be provided in writing to the visitors before their arrival in Australia.

The visitors will arrive in Sydney and NSW Secretariat is to arrange to meet them on arrival and arrange overnight accommodation, if necessary and hospitality, prior to their departure for the host district.

Host district to nominate a "contact person" to act as Regional Co-ordinator.

An itinerary for the regional visit to be drawn up and submitted to the awardees by the host District Co-ordinator.

Once the proposed itinerary is approved by the New Zealand visitors, the co-ordinator is to provide copies to all relevant parties (IMEA, Secretariat, hosting Councils, etc.).
